Back Council of Europe anti-torture Committee visits the Principality of Monaco

A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to the Principality of Monaco, from 15 to 18 September. This was the CPT’s third periodic visit to Monaco.

The objective of the visit was to assess how persons deprived of their liberty are treated and to strengthen, if necessary, their protection from torture and inhuman or degrading treatment or punishment. In this context, the delegation examined the measures taken by the Monegasque authorities in response to the recommendations made by the CPT after its previous visit in 2012. Particular attention was paid to the treatment of persons detained in the cells of the Central Directorate of Public Security, persons held in the remand prison, or those placed in the Department of Psychiatry of the Princess Grace Hospital (CHPG).

During the visit, the CPT delegation met Mr Laurent Anselmi, Minister of Foreign Affairs and Cooperation, Mr Didier Gamerdinger, Minister of Social Affairs and Health, Mr Patrice Cellario, Minister of the Interior and Mr Robert Gelli, Secretary of State for Justice. The delegation also met Ms Anne Eastwood, High Commissioner for the Protection of Rights, Liberties and for Mediation.

At the end of the visit, the delegation presented its preliminary observations to the Monegasque authorities.

The visit was carried out by Philippe Mary (Head of delegation), Ifigeneia Kamtsidou and Vitalie Nagacevschi, CPT members. They were supported by Régis Brillat, Executive Secretary of the CPT, and by an expert, Joan Cabeza Gimenez, psychiatrist (Andorra).

The delegation visited the following places of deprivation of liberty: Monaco Remand Prison, the detention cells of the Court of Justice and the Central Directorate of Public Security, as well as the Department of Psychiatry and Medical Psychology, and the Gerontology Department and the Memory Centre - Rainier III Clinic at the CHPG.
