The purpose of the visit was to examine the situation of persons in police custody, prisoners placed in HSR units (special regime units for prisoners serving long sentences, including life sentences) and juvenile prisoners, as well as persons placed in social care homes, and to assess the progress made since the CPT’s previous periodic visit in 2013. The visit also provided an opportunity for the CPT’s delegation to hold consultations with the Hungarian authorities on immigration issues as a follow-up to the ad hoc visit carried out by the CPT in 2017.

In their response, the Hungarian authorities provide information on the measures taken to implement the CPT recommendations. The Committee will continue its dialog with the Hungarian authorities on the issues raised in the report.
