Support to the Judicial Reform in Georgia: continued contribution to the discussion on legislative amendments

The Judicial Reform Working Group held its 7th meeting in Tbilisi on 20 May 2018 to discuss draft amendments on the grounds of judicial disciplinary liability, with Parliament’s Speaker Irakli Kobakhidze in the chair. The Working Group members had the opportunity to overview the draft amendment as consolidated by the Parliament’s Legal Affairs Committee and the High Council of Justice of Georgia.

The discussion was guided by the Council of Europe standards, recommendations and assessments from previous years, alongside with other applicable international instruments. The participants accordingly discussed a number of aspects included in the draft, with an aim at achieving foreseeable and clear grounds of disciplinary liability, as recommended by the GRECO evaluation report on Georgia of 2017. The discussion also touched upon the issues of disciplinary sanctions and procedure in order to elaborate on the main principles, around which the drafting would commence in due course.

The Working Group members agreed to convene a meeting in the upcoming days to finalise the draft on the grounds of judicial disciplinary liability.

The Working Group meeting was co-organised by the Council of Europe “Support to the Judicial Reform Project”, which is funded by voluntary contributions of Bulgaria, Liechtenstein, Lithuania, Norway, the Slovak Republic and Sweden to support the implementation of the Council of Europe Action Plan for Georgia 2016 - 2019.
