The European Committee for Social Cohesion was set up by the Committee of Ministers as an Ad Hoc Committee under Article 17 of the Statute of the Council of Europe and in accordance with Resolution CM/Res(2021)3 on intergovernmental committees and subordinate bodies, their terms of reference and working methods. Under the authority of the Committee of Ministers, the European Committee for Social Cohesion (CCS) will promote the Council of Europe’s work in the area of social cohesion, in particular the European Social Charter and its collective complaints procedure in order to ensure equal and effective access to social rights.

The CCS brings together representatives from 46 members States, from other Council of Europe bodies and committees, and from international institutions and other relevant stakeholders. The Committee members, designated by the governments of Council of Europe member States, are high ranking officials expert in the field of social cohesion and social rights.

Before becoming the European Committee for Social Cohesion in 2022, the CCS was the European Social Cohesion Platform (PECS). The work of the PECS can still be consulted in the Council of Europe web site.
