In this recommendation, the Committee of Ministers calls on the member states to enhance and support youth participation. This can be done through different measures, such as: providing young people with learning opportunities that will increase their participation in public life; encouraging the exchange and use of good practice concerning youth participation, at local, regional and national levels; establishing independent youth councils; developing partnerships between public authorities and youth councils and organisations; supporting the establishment of pupil and student councils within educational establishments; developing a favourable environment for effective youth participation that include financial support, youth information and research. The document recommends the use of the expertise of the Council of Europe related to citizenship and youth participation, as well as its educational and training tools.
