Intercultural cities launched a citizenship test and thematic page on systematic discrimination

On 30 October 2020, the Council of Europe´s Intercultural cities programme (ICC) is launching an Intercultural Citizenship Online test. The test aims to increase knowledge and awareness on human rights, intercultural competence, perceptions of diversity as an advantage, as well as the willingness to act in an intercultural way. It is intended to be both an educational and a political tool – raising awareness among citizens, professionals and politicians of the need to define (urban) citizenship in a pluralistic and inclusive way. The test is also possible to use in face to face meetings in small groups, such as in schools, universities, workplaces and many more. For these situations, the test is also accompanied by a facilitator guide which offers further guidance and topics for discussions.

On 22 October 2020, the ICC also launched a thematic page on systemic discrimination together with a webinar focusing on identifying and preventing systemic discrimination, as well as sharing and stimulating good practice examples. The thematic page hosts a study, policy brief and good practices from the ICC network with the aim of providing local authorities with the tools necessary to take action. The materials in the study have been provided by ICC member cities and the research carried out by Niall Crowley, an expert on equality issues. The thematic page is intended to be a live document, which will evolve together with new practices. The page aims to be the go-to place for politicians and civil servants alike.

Systemic discrimination hides in structures, policies and procedures in organisations. This includes local authorities, who are encouraged to take action to identify and prevent any systemic discrimination in their structures and beyond.
