Addressing hate speech in the context of migration and young refugees’ rights in their transition to adulthood

On 7 November 2018 in Zagreb, Croatia, the Secretary General’s Special Representative on migration and refugees (SRSG) participated in the Regional Conference “Addressing hate speech in the media: the role of regulatory authorities and the judiciary", organised by the Council of Europe in partnership with the Croatian Agency for Electronic Media, in the framework of the Croatian Chairmanship to the Committee of Ministers of the Council of Europe. In the session entitled “Framing the public debate on migration and refugees”, he addressed the issues of how to avoid divisive narratives and the rhetoric of hate; humanistic reporting and making refugees’ and migrants’ voices heard. In his speech, he emphasized the need for media community to understand public attitudes towards migrants and refugees and to engage positively with migration issues.

On 16 October 2018 in Strasbourg, the Special Representative addressed the Joint Council of Youth regarding the rights of young refugees in their transition to adulthood. “Member states should identify adequate steps to promote equality and fight indirect discrimination of this group. Equality is a right, not a privilege. It is in the benefit of hosting societies to provide support to access mainstream services in their transition to adulthood”, said the Special Representative. The Council of Europe is currently preparing concrete recommendations on how to assist its member states in this respect.

On 23 October 2018 in Vienna, the office of the Special Representative participated in a one-day Seminar organised by the Office of the Coordinator of OSCE Economic and Environmental Activities “Leveraging migration for socio-economic development: trends, experiences, future prospects”.

On 24 October 2018 in Strasbourg, the Special Representative exchanged views with the Steering Committee for Human Rights’ Drafting Group on Migration and Human Rights (CDDH-MIG) on alternatives to immigration detention and reception standards for children. He emphasized the different activities undertaken in the Council of Europe Action Plan on Protecting Refugee and Migrant Children in Europe (2017-2019) and the important role of special arrangements for children in preventing their immigration detention.

On 18 October 2018 in Strasbourg, the Special Representative presented the progress made in actions protecting refugee and migrant children in Europe to the Ad hoc Committee for the Rights of the Child (CAHENF).
