Execution department launches thematic factsheets and CM examined cases through written procedure

On 12 May 2020, the Execution Department launched a new series of thematic factsheets. They aim to present an overview of selected legislative and case-law developments in member states, following judgments of the European Court whose execution has been supervised and concluded by the Committee of Ministers. The first thematic factsheet addresses the issue of constitutional matters by setting out a number of examples of legislative action and constitutional interpretation reported as part of the execution by states of judgments of the European Court. Under the section of “Reforms in constitutional matters” the factsheet includes, inter alia, a summary on the Protection against deportation/expulsion and Protection of rights in detention.

On 4 June 2020, during the first part of its 1377th meeting, the Council of Europe’s Committee of Ministers examined part of the cases on the agenda through a written procedure and the rest will be examined at a physical meeting on 1-3 September (1377th bis). Among the cases to be examined in September are Chowdury and Others v. Greece, which concerns inadequate response to human trafficking through exploitation of the vulnerability of unauthorised migrant workers. Status of the implementation.
