The European Commission against Racism and Intolerance's General Policy Recommendation No 15 on Combating hate speech was presented during today's webinar on cyberviolence organised by the Council of Europe's Cybercrime Office in Budapest.

It was recalled that member states should ratify and implement the additional protocols on Xenophobia and Racism of the Budapest Convention and the Istanbul convention as they, among others, provide a legal framework to take coordinated action. The governance of online hate speech within a human rights framework was one of the discussion point, the recommendations of a new study provided some interesting pointers, including the needs for a victim sensitive approach.
