Human Resources Management in Local Self-Government – Phase 2

The professionality, motivation and competence of public officials in local administration can have a significant impact on the degree of good governance in a specific city or region, and as a result on the effective provision of services to citizens. Objective criteria for recruitment and promotions, the clear definition of tasks and responsibilities, and the provision of training contribute to enhancing the competence, efficiency and effectiveness of public administration.

To help Serbian local institutions strengthen their capacity to deliver good governance, the European Union and the Council of Europe are co-financing the project “Human Resources Management in Local Self-Government – Phase 2”, implemented by the Council of Europe and running from December 2019 to December 2021. The €4 million project was developed based on the achievements and challenges of the first phase, which was implemented from 2016 to 2017, and to respond to the needs arising from the implementation of Serbia’s Public Administration Reform Strategy.

Activités passées :

Un nouveau programme conjoint portant sur le « renforcement des compétences administratives dans le domaine de l’autonomie locale » (2015-2017) a fait l’objet de négociations avec la délégation de l’UE et d’autres parties prenantes. Ce programme a été lancé au printemps 2016, une fois adoptées la loi sur les employés des collectivités locales et des provinces autonomes et la loi sur le cadre réglementaire général applicable aux salaires des employés des collectivités locales.

Leadership Academy Programme in Serbia: Training of Trainers completed

Improving the training skills of trainers at local level is an efficient way to ensure sustainable capacity building for elected officials and civil servants.

Following the first session of the Training of Trainers on the Leadership Academy Programme (LAP) held in September, a second session was held on 2 and 3 November at the National Academy for Public Administration in Belgrade.

The LAP was developed by the Centre of Expertise for Good Governance and had already been successfully implemented in many European countries. The interactive and innovative training programme can significantly enhance institutional leadership and contribute to improving governance at local level.

The thirteen participants who attended the final session of the Training of Trainers' have improved their knowledge of the 12 Principles of good democratic governance and the methods of transferring the relevant know-how to local leaders.


The Programme “Human Resource Management in Local Self-Government – Phase 2” is jointly funded by the European Union and the Council of Europe and implemented by the Centre of Expertise for Good Governance in cooperation with the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities.
