La gestion des ressources humaines reste un défi en Bosnie-Herzégovine

Human Research Management (HRM) as a continuous challenge in Bosnia and Herzegovina - under this title the Center of Expertise from the Council of Europe invited experts and representatives from different institutions from the state level and Republica Srbska and the Federation BiH to discuss a strategy to further improve the Human Resource Management on practical level.

Participants from the Civil Service Agencies and the Associations of Municipalities and Cities expressed the need for training in different fields as well as the need to develop a methodology that ensures the link between the appraisal system and the training needs of civil servants. Ms. Lejla Resic, Minister of Administration and Local Self-government of Republika Srpska, welcomed the initiative of Council of Europe and stressed the point that even if there is a good legal framework in place, the practice has to be improved at all levels.

Despite the complex situation in Bosnia and Herzegovina with different legal frameworks at the state and entity levels, common needs for training support at municipal level, networking between HRM experts and capacity building within the Civil Service Agencies were identified.

Follow up activities include the participation of a Delegation of the Bosnia and Herzegovina at the regional conference "Governance Reform in South East Europe: Framework, Tools and Good Practice" on 20-21 March in Tirana and the inclusion of a module on HRM during the Leadership Academy Program that will be implemented from March to July 2017 for the newly elected mayors.
