Strengthening the Slovak Regions: Council of Europe Policy Advice

Slovakia´s self-government is set up on a two-tier system, yet the regional and local levels are not interconnected. The responsibilities between these two levels cannot be transferred and the self-governing regions have no real powers. Furthermore, regional disparities are increasing, creating inequalities, and making a need for governance reforms more urgent.

The Council of Europe's Centre of Expertise for Good Governance is supporting the authorities in Slovakia to overcome these challenges by preparing a Policy advice on the competences, powers, finances, and the coordinating role of the regions. In a series of discussions with representatives of the central, regional and local governments as well as other relevant stakeholders, Council of Europe experts and peers will analyse the weaknesses of the regions and prepare concrete recommendations for their strengthening.

The first in the series of meetings will take place on 25 January 2022 online, where experts and peers from the United Kingdom will discuss the situation and analyse reasons for the regional underperformance. They will also prepare a road map for follow up steps to address the issues and prepare the policy advice.

The activity is organised in the framework of the Council of Europe – European Union Join Project “Delivering Good Governance in Slovakia – II phase", in cooperation with the implementing partner – MESA10.
