Strengthening the capacity of the Association of Estonian Cities and Municipalities

European experience shows that strong decentralisation is needed to deliver high quality local public services, thereby improving the quality of life for all citizens. This makes constant demands on both central authorities and local government, which can be best facilitated by a strong national association of local authorities. It can represent the interests of local government; it can work with central authorities as a strategic partner; it can build the capacities of local authorities; it can tell the story of local government to the wider public.

The Association of Estonian Cities and Municipalities (AECM) has identified the need to reinforce its own capacity and provide this institutional leadership for its members. Upon a request by the AECM, the Council of Europe Centre of Expertise for Good Governance will implement its tool Strengthening Capacity of Local Government Associations to support the association’s leadership develop expertise and skills for generating understanding, ambition and commitment necessary for delivering modern local government.

A kick off activity for implementation of the tool was held in Tallinn and online, on 8 April 2022, where CoE experts and representatives of the AECM discussed the expectations of the tool and agreed on the need for it’s adaptation. The staff of the AECM will pursue the contextualisation of relevant chapters of the tool before organising additional activities for strengthening its capacity.
