Peer review

A team of four international peers from city agglomerations in Germany (Hamburg), Italy (Turin), Poland (Warsaw) and the United Kingdom (London) and Council of Europe’s experts met in camera with the City Administration of Kyiv, senior officials from the Ministry of Regional Development Construction and Municipal Economy of Ukraine, Parliamentary Committee on State Building, Regional Policy and Local Self-Government of Ukraine, local and regional authorities in Kyiv, the Association of Ukrainian Cities and national experts to discuss challenges and possible improvements in the governance within metropolitan regions, and specifically in Kyiv as a Capital City and in Kyiv Region.

The Peer Review, which was organised within the Programme “Decentralisation and Local Government Reform in Ukraine” and in co-operation with the European Committee on Democracy and Governance, will provide a report and recommendations for up-grading the current system and provision of public services to citizens.

National Training System for civil service in Ukraine

Senior Council of Europe officials and experts met with the National Agency of Ukraine for Civil Service (NAUCS), representatives of local government associations, training institutions, and experts to discuss the development of a National Training Strategy for local government officials in support of the overall reform of the civil service training system. The Council of Europe will present the final report on the Training Needs Analysis at the Co-ordination council of NAUCS which will take place on 23 May.

In addition, high-level bilateral meetings took place with senior representatives of the specialised Parliamentary Committee, Ministry of Regional Development, National Agency for Civil Service, led by the Head of the Council of Europe Democratic Governance Department Mr Daniel POPESCU. The Council of Europe confirmed commitment to the decentralisation process in Ukraine and further co-operation with national partners.
