Evaluation of good democratic governance at the local level in Latvia

Good democratic governance at the local level is essential for the development of a strong and sustainable society. The Council of Europe Centre of Expertise for Good Governance promotes such good governance through an innovative and stimulative approach, by implementing its tool European Label of Governance Excellence (ELoGE). Ever since its beginning in 2011, ELoGE has been implemented in more than 15 countries and regions across Europe. Latvia is the latest country that joins this “ELoGE family”, embarking on the challenge to evaluate the respect of good governance standards by its local authorities.

All 43 Latvian municipalities will be invited to participate in the implementation of ELoGE. The ones that will be selected will undergo a benchmarking process to self-evaluate their performance against the 12 Principles of good democratic governance and cross check the results with regards to the citizens’ public opinion.

As a first step, on 6 April 2022 in Riga, a CoE expert together with staff of the Centre of Expertise will train a team of national experts on the implementation of the tool, who will ensure continuous support to the participating municipalities. At the end of the process, in 2023, the best performing municipalities will be awarded the crystal ELoGE dodecahedron, as a witness of good democratic governance at the local level.

The activity will be organised in cooperation with the national ELoGE accredited institution, the Latvian think tank Providus.
