ELoGE in Hungary: First Workshop for Local Authorities

ELoGE - European Label of Governance Excellence is awarded to municipalities which have demonstrated compliance with the 12 Principles of Good Democratic Governance, measured against a Council of Europe benchmark. Currently, ELoGE is being implemented in about 20 of the Council of Europe member states.

The first round of ELoGE in Hungary was launched on 23 June by the Hungarian National Association of Local Authorities (TÖOSZ), the accredited entity, with the support of the Centre of Expertise for Good Governance.

On 13 July, an online workshop was held in order to present the tool to Hungarian Mayors and provide them with practical details regarding the next steps. Participants could also hear a testimony from Greece, where the second round was recently concluded: the Secretary General of the municipality of Kallithea, Nikos Nikolakopoulos, described the process in his municipality, which has been awarded ELoGE twice, and stressed the importance of this experience in terms of improving governance at local level. In addition, a presentation of the Italian experience was offered by Daniele Del Bianco, Director of the Institute of International Sociology of Gorizia, which supports the Italian Association of the Council of European Municipalities and Regions in implementing the first round of ELoGE in the region of Friuli Venezia Giulia and in Italy.

Hungarian Municipalities have time until 15 October to finalise the self-assessment phase, and to conduct surveys of citizens; the Final Award Ceremony is foreseen on 10 November.
