Speaking at the opening of the Spring School on “Human Rights Data and Evidence-Based Policy Making at the Local Level in Georgia” Congress spokesperson on Human Rights Harald Bergmann (Netherlands, ILDG) underlined that good governance is a guiding concept for improving local democracy and it is impossible to conceive of good governance without respect for human rights.

The spokesperson stressed the role of local authorities and the need to collect “evidence, which means relevant, specific, measurable information that allows effective decision-making”.

The Spring School was held 8 to 10 June in Borjomi, Georgia, to develop local authorities capacity in data management in a human rights compliant manner. Participants agreed on checklists for evidence-based human rights policymaking, a tangible outcome that will help them in their daily work.

The event was organised in collaboration with the National Association of Local Authorities of Georgia (NALAG) and brought together representatives of members of the Exchange Forum developed under the project, civil society organizations and representatives of Public Defender regional offices.

This event took place in the framework of the project “Strengthening Participatory Democracy and Human Rights at Local Level in Georgia”, implemented by the Congress of Local and Regional Authorities and the Directorate General of Democracy, Division of Elections and Participatory Democracy, within the Council of Europe Action Plan for Georgia 2020-2023 with the financial contribution of the Austrian Development Cooperation. The project aims to strengthen institutional frameworks for citizen participation, support local authorities and their national association in their efforts to protect and promote human rights and ensure that civil society organisations have real impact on local decision making.
