On 14 February 2019, the first meeting of the Steering Committee of the Council of Europe Project "Supporting Ukraine in execution of judgments of the European Court of Human Rights" took place in Kyiv. The aim of the meeting was to discuss the results of the Project in 2018, as well as to exchange opinions on priorities and plans for 2019.

The meeting was held with the participation of the Deputy Minister of Justice of Ukraine – Agent before the European Court of Human Rights, Head of the Department on Legal Policy of the Administration of the President of Ukraine, representatives of the Supreme Court, the High Council of Justice, the High Qualification Commission of Judges of Ukraine, as well as representatives of civil society organisations. The Council of Europe was represented by:
Mr Mårten Ehnberg, Head of the Council of Europe Office in Ukraine, Mr Pavlo Pushkar, Head of Division at the Department for the Execution of Judgments of the European Court of Human Rights, Mr Andrii Kavakin, Project Co-ordinator at the Justice and Legal Co-operation Department, and Ms Inna Liniova, Project Officer.

In 2018, the Project worked in the following areas:

  • supporting Ukraine in further execution of the group of judgments of the European Court of Human Rights Oleksandr Volkov v. Ukraine/ Kulykov and others v. Ukraine;
  • supporting Ukraine in establishing remedies from the biggest structural problems of the Ukrainian justice system as found by the European Court of Human Rights, namely the length of judicial proceedings and non-enforcement of judgments of national courts (execution of the groups of cases Svetlana Naumenko v. Ukraine/Merit v. Ukraine and Yuriy Nikolayevich Ivanov v. Ukraine/Burmych and others v. Ukraine);
  • supporting the Supreme Court in ensuring full, thorough and effective reopening of the judicial proceedings following judgments of the European Court of Human Rights (execution of the Bochan v. Ukraine (no. 2) group of cases) and in effective implementation of Protocol no. 16 to the European Convention on Human Rights.

The Council of Europe project “Supporting Ukraine in execution of judgments of the European Court of Human Rights” is funded by the Human Rights Trust Fund and implemented by the Justice and Legal Co-operation Department. The aim of the Project is to support Ukraine in the improvement of its national system of execution of judgments of the European Court of Human Rights that involve violations of Article 6 of the European Convention on Human Rights, where the root cause is an issue within the judiciary.
