The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) held its 100th plenary meeting from 4 to 8 November 2019 in Strasbourg.

On the occasion of its 30th anniversary, the CPT held a high-level conference, co-organised with the Association for the prevention of torture (APT), on the theme of “implementing safeguards in the first hours of police custody” on the afternoon of the 4th November. A ceremony marking the 30th Anniversary also took place. During this meeting, the Committee adopted the reports on its periodic visits to Denmark (April 2019), Iceland (May 2019) and Bosnia and Herzegovina (June 2019), and on the ad hoc visits to Ukraine (April 2019), Turkey (May 2019) and to the United Kingdom (May 2019). These reports will be sent in due course to the respective authorities. In accordance with Article 11, paragraph 2, of the ECPT, the CPT’s reports and the government responses are published only at the request of the authorities (on a case-by-case basis or through a so-called "automatic publication procedure").

During its meeting, the CPT also heard oral reports on recent visits carried out in September and October 2019 and prepared future visits. Other issues discussed included the states’ responses to previous visit reports and ongoing intergovernmental activities of the Council of Europe on matters within the CPT’s mandate.

In addition, the Committee held a training session on monitoring the detention of foreign nationals.
