On 8-10 November 2022, the Special Representative on Migration and Refugees is hosting the second study visit of the European Border and Coast Guard Agency Frontex team of Fundamental Rights Monitors to the Council of Europe. The delegation was this year joined by a representative of the EU Agency for Fundamental Rights. The visit is focusing on the standards of the Council of Europe and the case-law of the European Court of Human Rights.

The Special Representative welcomed the team to the Council of Europe and gave an overview of her activities. She addressed the results of her fact-finding visits to the countries most affected by the influx of people fleeing Ukraine, as well as the ongoing follow-up activities, such as the HELP training courses launched in Poland and the online event organised together with the UNCHR to support the Slovak authorities. Other activities are foreseen in Moldova and the Czech Republic. She also  gave an overview of the implementation of the Council of Europe Action Plan on Protecting Vulnerable Persons in the Context of Migration and Asylum in Europe (2021-2025) and the work of  the Council of Europe Network of Focal Points on Migration.

Meetings are scheduled with the Secretariat of the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), of the Council of Europe Convention on Action against Trafficking in Human Beings (GRETA),  of the European Commission against Racism and Intolerance (ECRI), as well as the Office of the Commissioner for Human Rights, and the Division of Human Rights Training for Legal Professionals (HELP).

The Frontex Fundamental Rights Monitors will be updated on the latest relevant case law of the European Court of Human Rights. They will also meet with the Department for the Execution of Judgments of the ECtHR.
