Closing conference of the “Support to Consolidating Local Democracy in Armenia” project in Yerevan

“The process of decentralisation is as important as the goal.” “Local democracy has to be built up over time by creating a culture of local government.” “The draft Roadmap for the decentralisation of competences is a dynamic document that represents a vision for the future.”

These are some of the comments shared by stakeholders and experts at the closing conference of the Support to Consolidating Local Democracy in Armenia project in Yerevan on 6 September 2018. This short project, implemented in the context of the Council of Europe Action Plan for Armenia and funded by the Government of Sweden, was developed along two complementary axes: legislative assistance and policy advice on one hand; and capacity development for consolidated communities on the other.

Expert reports on the draft Roadmap for Decentralisation and on Improving the Financial Equalisation system for local government prepared under this project have made a useful contribution to the policy debate in Armenia and will serve to inform future Council of Europe activities.

The engagement of the amalgamated communities in the capacity building activities implemented under the project demonstrated the relevance of the activities proposed and the commitment of the communities to capacity development.

Participants expressed hope that the proposed new project to support Democratic Development, Decentralisation and Good Governance in Armenia will be launched before the end of 2018.
