Back Council of Europe anti-torture Committee (CPT) carries out a visit to Georgia

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out an ad hoc visit to Georgia from 25 to 27 March 2023.

The focus of the visit of the CPT’s delegation was on the secure wards of VivaMedi Clinic in Tbilisi, where prisoners receiving inpatient treatment are accommodated.

During the visit, the delegation held consultations with Rati Bregadze, Minister of Justice, Beka Dzamashvili, Deputy Minister of Justice, Nika Tskhvarashvili, Director General of the Special Penitentiary Service (SPS) and Malkhaz Urtkmelidze, Head of the Medical Department of the SPS.

Further, the delegation met Giorgi Burjanadze, Deputy Public Defender (Ombudsman) and members of the Medical Expert Group appointed by the Public Defender.

The visit was carried out by the following CPT members:

  • Hans Wolff, 1st Vice-President of the CPT, Head of Delegation
  • Marie Kmecová
  • Vytautas Raškauskas.

They were supported by Borys Wódz, Head of Division at the CPT Secretariat.
