The International Advisory Panel (“the Panel” and “IAP”) was constituted by the Secretary General of the Council of Europe, Thorbjørn Jagland, to oversee that the investigations into the violent incidents which took place in Ukraine from 30 November 2013 onwards met all the requirements of the European Convention on Human Rights and the case-law of the European Court of Human Rights.

International Advisory Panel describes recent visits to Ukraine, final report expected by end of October

The International Advisory Panel (IAP) on Ukraine has reported today on its review into the investigations into the tragic events in Odesa on 2 May 2014 and indicated the next steps towards completing its final Report.

The IAP requested information from the Ukrainian authorities and NGOs in February and April 2015, and received their responses in mid-May. Subsequently, representatives of the Panel carried out two visits to Ukraine (Kyiv and Odesa) in early June and late July 2015 to meet representatives of the Prosecutor General’s Office and the Interior Ministry, including their representatives in Odesa, the Security Service of Ukraine, the Verkhovna Rada, the Ombudsperson’s office, and NGOs.

Another round of enquiries will soon be sent to the relevant actors. The Panel plans to adopt its Report by the end of October 2015 and to submit it to the Secretary General and the Ukrainian authorities, making public the date of its submission.

The International Advisory Panel was set up by the Secretary General of the Council of Europe with the initial mandate of reviewing the investigation into the violent incidents during the Maidan demonstrations in Kyiv. In September 2014, in a letter sent to the Secretary General, the Ukrainian Government confirmed that the investigation into the violent events of 2 May 2014 in Odesa should also be covered by the Panel’s mandate.
