International expert seminar

The Council of Europe Youth Department, the Ministry of Science and Higher Education of the Russian Federation and the National Youth Council of Russia co-organised an international expert seminar “YOUNG PEOPLE’S ACCESS TO RIGHTS: Learning and sharing experiences in youth policy and youth work”. The seminar took place in Moscow from 25 to 28 November 2018.

The seminar analysed the role and impact of youth policy and youth work in improving young people`s access to rights in the Russian Federation and other states-parties to the European Cultural Convention and contributed to creating a common understanding of the implications of a rights-based youth policy in the context of the Council of Europe.

The programme of the seminar focused on mutual intercultural learning on the basis of practices and experiences of participants in the framework of Recommendation CM/Rec(2016)7 of the Committee of Ministers to member-states on young people’s access to rights.

The Seminar brought together 60 participants from the Russian Federation and other states-parties to the European Cultural Convention, and invited guests from international institutions and organisations, actively involved in the youth field within:

  • authorities at national, regional or local level in charge of youth policy implementation;
  • non-governmental organisations, especially youth NGO, and public institutions, working with young people, at international, national and regional level
  • academic and research institutions related to youth policy issues;
  • independent experts involved in the youth policy field.
