Children and young people are the majority of the world’s refugees

According to the UNHCR, the number of people fleeing war, persecution and conflict exceeded 70 million in 2018. Half of them are children; many are young people. Young refugees are among the most vulnerable groups, facing violations of their human rights and fundamental freedoms

The Council of Europe youth sector is particularly concerned with the protection of the rights of young refugees and their social inclusion and participation. Young refugees are in first place young people, with the same rights, needs and aspirations as any other young people.

In April of this year, the Committee of Ministers adopted a recommendation on supporting young refugees in transition to adulthood. It recommends that member states’ governments ensure that additional temporary support is available to young refugees after turning 18; it also acknowledges the important role played by youth work and non-formal education/learning in supporting the social inclusion of young refugees.

The Council of Europe is also implementing a long-term training course on the social inclusion of young refugees through youth work. The course brings together young refugees and youth workers, active in local project and initiatives to support the social inclusion of refugees and their access to rights.
