Visit of SOSE Institute to Armenia

On 25-27 June 2018, SOSE Institute under the Italian Ministry of Economy and Finance and Bank of Italy visited Armenia as invited by CoE Project on Consolidating support to local democracy in Armenia together with the Ministry of Territorial administration and Development of Armenia. The aim of the visit was familiarisation with financial equalisation issues present in Armenia, as well as development of proposals for improving the current system.

On 25 June the experts visited RA Ministry of Territorial administration and Development to have a working meeting with V. Terteryan, First Deputy Minister, D. Gevorgyan, Deputy Minister, and heads of relevant departments of the Ministry.

Working meetings were also held with the Head of Finance Officers of Armenia and CoE expert V. Movsisyan, and Chairman of Communities Association of Armenia E. Yeritsyan.

On 26 June, the experts presented Italian experience on financial equalisation and evaluation of community expenditure needs to finance officers from 52 consolidated communities of Armenia. The community representatives took active part in discussions and expressed hope that measures would be taken to consider community expenditure needs in Armenia.

The Office represents the Secretary General of the Organisation in Armenia. It closely co-operates with the Ministry of Foreign Affairs and other national authorities supporting the implementation of statutory obligations to the Council of Europe by Armenia. The Office also co-ordinates and implements a number of Projects and Programmes supporting legislative and institutional reforms in Armenia.

A new 2015-2018 Council of Europe Action Plan for Armenia was adopted by the Council of Europe Committee of Ministers on 15 September 2015. It constitutes the strategic framework for the co-operation of the Organisation with the Armenian authorities with a view to promote current reforms in the country. The four main directions of action under the document are: protecting and promoting human rights, ensuring justice, combatting threats to the rule of law, as well as promoting democratic governance.

As part of our continued outreach, the Office is also committed to working closely with NGOs, the media, and the public at large.
