Discussions on Draft Legislation on reforms in local self-government

On 16 July 2018 two-day discussions started in Aghveran, Armenia, within Council of Europe Project on Support to Consolidating local democracy in Armenia. Discussions were around a number of draft laws developed in the framework of the Project on reforms in local self-government with representatives from the Ministry of Territorial Administration and Development of Armenia, communities, NGOs and international organisations.

Discussions were organised by the Council of Europe Office and Ministry of Territorial Administration and Development of Armenia.

First Deputy Minister of MTAD welcomed participants, giving importance to open discussions of draft legislation by all stakeholders.

Marine Kocharyan, Adviser from MTAD, Ashot Giloyan, Head of Local self-government policy department, MTAD, as well as representatives from other departments of the Ministry participated in the discussions.

Discussions were conducted by A Yergenyan and V Petrosyan, CoE Experts, who introduced draft laws on ‘’On Implementing investment and development programs in the communities through loans and grants from the state budget of the Republic of Armenia, as well as commercial loans’’, "On Local Duties and Payments", "On Local Self-Government", "On Administrative-Territorial Division of the Republic of Armenia", and on "Electoral Code Constitutional Law".

The Office represents the Secretary General of the Organisation in Armenia. It closely co-operates with the Ministry of Foreign Affairs and other national authorities supporting the implementation of statutory obligations to the Council of Europe by Armenia. A new 2015-2018 Council of Europe Action Plan for Armenia was adopted by the Council of Europe Committee of Ministers on 15 September 2015. It constitutes the strategic framework for the co-operation of the Organisation with the Armenian authorities with a view to promote current reforms in the country. The four main directions of action under the document are: protecting and promoting human rights, ensuring justice, combatting threats to the rule of law, as well as promoting democratic governance.

As part of our continued outreach, the Office is also committed to working closely with NGOs, the media, and the public at large.
