Ensuring the right to property and the enforcement of European Court of Human Rights (ECtHR) judgements in this field, remain important challenges being addressed by the authorities in Albania. In the framework of the activities aiming at supporting the Albanian State Advocate in the execution of the ECtHR judgements, a consultation meeting was organised with experts from civil society and academia as well as legal practitioners. The discussion tackled key issues and provided important exchanges between the participants in relation to the latest decision from ECtHR in the case of Beshiri v. Albania (application no. 29026/06) and 11 other applications concerned complaints about compensation for property expropriated during the communist era.
In the meeting the experts discussed the key highlights of the decision as well as provided concrete recommendations on how this decision could be better implemented from the Albanian authorities. The EU and Council of Europe joint action “Supporting enforcement of the judicial decisions and facilitating the execution of ECtHR judgements in Albania” is conducting an overall assessment on the nexus between this decision and the Albanian legislation while supporting the development of a feasible action-plan that should lead to its swift and effective implementation in the benefit of the current or future property compensation claims.
The activity was organised in the framework of the Action “Supporting enforcement of the judicial decisions and facilitating the execution of ECtHR judgements in Albania” funded by the European Union and the Council of Europe and implemented by the Council of Europe in the framework of the programme Horizontal Facility for the Western Balkans and Turkey 2019-2022.
