ROMACTED process institutionalised in Albania

ROMACTED aims at promoting good governance and empowerment of Roma at local level and this process started at early 2018 in Albania.

Since the preparatory Step 1, 250 local councillors in the selected 7 partner municipalities of Vlora, Fier, Roskovec, Permet, Elbasan, Pogradec and Korca voted in support of the initiation of the ROMACTED process. Upon the local launching events reaching out to 835 members from Roma communities, local authorities, international organisations and local civil society organisations, 155 Community Action Group meetings, 131 Institutional Working Group meetings, and 121 Multi Task Force Group meetings have been held by the support team on the dynamics of local Roma needs and translating them into actions for adequate solutions in the seven partner municipalities.

The 7 Municipality Capacity Assessments (information gathered about the local administration’s needs in adequately responding to the needs of the community), 7 Community Needs Assessment (identification and understanding of the characteristics of the Roma community, needs, resources and demands) and 7 Community Priority lists were developed (actions, means and actors contributing to the achievement of the priority of needs also identified) under Step 2 as part of the process of preparation of the Local Action Plans for the Integration of Roma and Egyptian Minorities.

Step 3 marked the institutionalisation with the adoption of the Local Action Plans in the municipality local councils during 2019-2020: (i) Social Plan 2019 -2022 of the Municipality of Roskovec was approved by the Local Council in Roskovec under the Decision No. 47, dated 17 May 2019; (ii) Local Action Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved by the Local Council of the Municipality of Fier under the Decision No. 73, dated 18 June 2019; (iii) Local Action Plan for the Integration of Egyptian Minority 2019-2022 was approved by the Local Council of the Municipality of Permet under the Decision No. 109, dated 19 December 2019; (iv) Local Action Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved under the decision No. 22 of the Local Council of the Municipality of Pogradec, dated 28 January 2020; (v) Local Action Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved under the decision No. 15 of the Local Council of the Municipality of Vlora, dated 27 February 2020; (vi) Local Action Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved by the Local Council of the Municipality of Elbasan under the Decision No. 43, dated 30 April 2020; (vii) Local Action Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved by the Local Council of the Municipality of Korca under the Decision No.47, dated 29 May 2020.

Regarding Step 4 on Financing and Implementation, the seven Local Action Plans have been budgeted as per the budget heads and medium-term budget heads of the municipalities. ln co-operation with the Ministry of Health and Social Protection and the Ministry of Finances and Economy, ROMACTED in Albania developed the Guideline on Roma Responsive Budgeting at Local Level, whereas the recommendations were endorsed under the official Guideline No.10 on the “Preparation of the Medium-Term Budgeting 2021-2023” for local self-government units of the Ministry of Finance and Economy in Albania. The first seven webinars on Roma Responsive Budgeting at Local Level developed in partnership with the Albanian School of Public Administration will follow up to contribute to the integration of Roma and Egyptian priority projects into the annual budgeting process for 2021 and the medium-term budgeting for the 2021-2023 period.
