Welcome to the website of the Council of Europe Office in Tirana.

Since its establishment in 2011, the Council of Europe Office in Tirana acting as representation of the Secretary General vis-à-vis the Albanian authorities, works to promote Council of Europe values and standards and to support policies and activities of the national authorities by providing advice, support and capacity building as well as by ensuring the effective co-ordination with relevant bodies of the Council of Europe.

Based on the Programmatic Co-operation Document adopted by the Committee of Ministers in 2015, the Council of Europe Office in Tirana supports currently the implementation of eleven projects in five agreed priority areas:  Ensuring Justice, Fighting Corruption, Economic Crime and Organized crime, Freedom of Expression, Anti-discrimination and Respect for Human Rights and Social Inclusion as well as Democratic Governance and Participation.

This work will continue in 2017 to the benefit of the Albanian people and we will work closely with the Albanian authorities and our international partners to further develop and refine it.

The work of the Council of Europe in Albanian is dedicated to assist the Albanian authorities to continue bringing the Albanian legislation, its institutional practices and policies fully in line with its obligations stemming from its Council of Europe membership.

This website aims to inform you about our work, our history and the values of our organization, as well as its unique role in developing standards and practices on human rights, rule of law and democracy in Europe.

Claus Neukirch
Head of Office



Claus Neukirch assumed his duties as Head of the Council of Europe Office in Tirana on 1 January 2017. Previously, he served as Senior Political Advisor to the German OSCE Chairmanship 2016 and prior to that as Deputy Director of the OSCE Conflict Prevention Centre and Deputy Head of the OSCE Mission to Moldova. He holds a PhD in Political Science.
