Within the frame of the European Union/Council of Europe Action “Supporting effective domestic remedies and facilitating the execution of judgments in Albania” two comprehensive studies on case management systems pertaining to the Agency for Property Treatment (APT) and the State Advocate (SA) were prepared.

Given the role the Agency for the Treatment of Property in the compensation and restitution process in Albania, it is of prime importance to ensure that the case-management system of the Agency is fully reliable and effective. The APT related study will contribute to further improve the management of cases and to speed up the process of enforcement of final decisions on compensation and restitution of property. In a similar vein, the State Advocate's study identified new IT properties to be included in order to enhance the capacities and increase effectiveness of the State Advocate's staff to deal with execution of the ECtHR judgements.
