Preparing a methodology to assess democratic governance policies and practices in Albanian schools

The level of democratic governance policies and practices at school level will be assessed through a tailored methodology developed within the framework of the project “Strengthening Democratic Citizenship Education in Albania”.

Piloted across 25 pilot schools, it will review the national legal basis guiding the establishment, composition and functioning of governance structures at school level such as parents’ councils, ethics and behaviour committees, board of education institutions, teacher councils and student governments.

To support the preparation of the methodology, a survey, targeting students and teachers of the pilot schools, will assess the coherence between the various components of education policy and practice related to school governance.

Based on the results, the project team of experts will formulate policy recommendations and design interventions to ensure further compliance with Council of Europe best practices, notably with Competences for Democratic Citizenship and to enhance the capacity of the formal education system to develop competences for a democratic culture in school children.

The project “Strengthening Democratic Citizenship Education in Albania” is implemented by the Council of Europe and funded by the Swedish International Development Cooperation Agency.
