Professional education and continuous training are indispensable skills which should develop alongside with legislation advancement. To this end, three training of trainers (ToTs) for judges, prosecutors and legal professionals were carried out on 6-7 November 2017, in Tirana. Since April 2017, experts in the field have developed tailor made training manuals for the ToTs. The manuals were developed following the guidelines of Human Rights Education for Legal Professionals (HELP methodology) which supports the Council of Europe member states in implementing the European Convention on Human Rights (the Convention) at the national level. The tailored approach incited participants’ vivid engagement especially when discussing case studies pertaining to national legislation drawing different approaches between judges, legal officials and lawyers. The latter reiterates even more the need for greater efforts to bring the institutions together and harmonize judicial practice.
This activity brought together 59 participants which are now certified trainers. They will later deliver cascade trainings to their peers enhancing judges, prosecutors, and legal professional’s capacity to apply convention standards to national legislative processes and judicial practices.
