It will provide organisational and logistical support to targeted Albanian municipalities committed to include their Roma population, having Roma minority mobilized in voicing their interests, defining the needs and priorities of the concerned Roma population and translating the identified priorities into local action plans, which will be implemented and monitored throughout the process. Municipal Task Forces and Community Action Groups will be established to put into practice a participatory local planning process mainstreaming Roma issues into local decision-making.

ROMACTED is a joint regional programme of the European Union and the Council of Europe covering 50 municipalities across the Western Balkans and Turkey. It is implemented by the Roma and Travellers Team, Directorate of Democratic Governance and Anti-Discrimination, Directorate General of Democracy (DGII) of the Council of Europe.
