Action on Human Rights in Prisons ready to support psychiatric institution for forensic patients

Strengthening human rights protection and rehabilitation in prisons in accordance with the standards of the Council of Europe and the European Committee for Prevention of Torture, Inhuman or Degrading Treatment or Punishment (CPT) remains in the focus of the Council of Europe and the European Union. The project on Human Rights in Prisons discussed at its third Steering Committee Meeting the progress made in supporting professional and integrity criteria for prison staff recruitment, Council of Europe and European standards on staff capacity and improvements in the health care sector. The Council of Europe expressed its commitment to provide support in establishing a functioning psychiatric institution for forensic patients and equip medical staff with the necessary knowledge and practical skills.

The General Director of the Prison Administration as well as representatives from the Ministry of Justice, the Ministry of Health, the National Preventive Mechanism, the Swedish Embassy, Meridia Association, Sole Centre and the Albanian Association of Psychologists participated in the third Steering Committee meeting of the European Union/Council of Europe Action “Enhancing the protection of human rights of prisoners in Albania” under the Horizontal Facility for the Western Balkans and Turkey. They assessed the progress made in the implementation of the Action and discussed further steps needed to address relevant Council of Europe and CPT recommendations. The SCM approved the plan of activities for the next six months and encouraged synergies with civil society and other donor initiatives on prison reform.
