Corruption proofing legislation – a powerful tool to prevent corruption introduced in Albania

45 legal advisers of the Albanian Parliament, together with representatives of the legal services of selected ministries participated in the two consecutive trainings on corruption proofing of legislation.

Corruption proofing of legislation entails a review of legal acts with the purpose to identify and minimise unintended corruption risks that these legal acts could facilitate when implemented.

During the training, public officials -all of whom the relevant authorities for legislation drafting in their respective institutions- were introduced to the main concepts related to corruption proofing of legislation and exposed to the practices in other jurisdictions which have developed methodological tools in this area.

Topics of discussion during the training included related anti-corruption tools, as well as the links between lobbying and the legislation corruption proofing tool. The presentations were illustrated with international and regional best practices, and specific cases when legislation corruption proofing prevented the approval of tailored-made laws.

These capacity building activities were organised in the framework of the Action against Economic Crime in Albania, part of the “Horizontal Facility for the Western Balkans and Turkey II”, which is a joint programme of the European Union and the Council of Europe, aiming at assisting beneficiaries in the Western Balkans region and Turkey to comply with the Council of Europe standards and the European Union acquis in the framework of the enlargement process.
