Consultative rounds on Social Housing secondary legislation kick off

The adaption of the law “On Social Housing”, in May 2018, marked a very important development by setting new standards on preventing forced eviction of vulnerable groups and introducing 5% quota for Roma beneficiaries per all the six housing programmes prescribed.

In order to effectuate the law in practice, the Ministry of Finances and Economy in Albania initiated the drafting and consultation of related secondary legislation. A first one of this meetings took place on 14 January, with the participation of relevant representatives from local governments, national public institutions and civil society organizations. The draft secondary legislation will also be presented during the Consultative Council meeting between central and local government authorities on 23 January 2019.

This process is substantially supported by the “Leave No One Behind” Programme of United Nations in Albania and the joint European Union/Council of Europe ROMACTED Programme “Promoting Good Governance and Roma Empowerment at Local Level”. The by-laws are expected to be finalised by 29 May 2019.
