The Council of Europe Office in Georgia is pleased to welcome the new Head of the Office Natalia Voutova. With 25 years of experience working for the Council of Europe and OSCE, she has focused on human rights and legal reforms projects in Armenia, Bosnia-Herzegovina, Bulgaria, Georgia, Russia, Ukraine, and Kazakhstan. Natalia also worked for Médecins sans Frontières (Doctors without Borders) in Chechnya. She was the Head of the Office to Yerevan (2015-2020), Deputy Head of the CoE Office in Ukraine between 2007 and 2009, and before that the Special Representative of the CoE Secretary General to Armenia (2002-2004).

Natalia Voutova holds a MA degree in Law from Sofia University, a MA degree in International and European Law from Pantheon-Assas University (Paris II), an LLM in Human Rights from University of Strasbourg, as well as an MSc Behavioural Science from the London School of Economics and Political Science.

Natalia Voutova delivers lectures and seminars (in academic and professional settings) on topics such as: human rights and humanitarian law, prevention of domestic violence, and fight against discrimination.
