In June 2019, the Standing Committee of the Spectator Violence Convention and other Council of Europe experts, had an exchange of information on recent developments on incidents of Hate speech, racism and other discriminatory behaviour in sport. The report just released reflects their contributions, including measures taken in different countries and organisations to prevent and respond to these phenomena.

The Committee intends to review developments in this area on a regular basis, integrating in its discussions the work of the Council of Europe Parliamentary Assembly, the European Court of Human Rights, and the Directorate of Anti-Discrimination (including the monitoring work by the European Commission against Racism (ECRI)). The aim is to monitor the incidence of Hate speech, racism and other discriminatory behaviour in sporting events at European level and to identify concrete measures to prevent and respond to the problem.
