Among the advantages, member states can:

• Participate in the meetings of the EPAS Governing Board and therefore
  • influence the agenda, decide on the programme of activities
  • elect (or be elected to) the Bureau
  • exchange of views with representatives of the international sports movement in joint meetings of the Governing Board and Consultative Committee
  • define themes and prepare proposals for the Council of Europe Ministerial meetings.
  • Transmit proposals for decisions to the Committee of Ministers (for example recommendations to States)

• Also attend EPAS events, such as:
  • Conferences on various themes such as Ethics in Sport or diversity and discrimination
  • Various European encounters
  • Workshops dedicated to the development of new standards
  • Round tables of exchanges of experiences

• Take part in the preparation of EPAS publications
  • international comparisons (e.g. on autonomy in sport)
  • compendiums of good practices (on diversity in sport)
  • studies on ethics

• Benefit from monitoring or targeted assistance activities
  • Evaluation and advisory visits (on issues identified by the hosting country)
  • Seminar
  • Parliamentary hearing

• And finally, they can also propose and benefit from projects prepared in co-operation with the sports movement

• The annual contribution of States to the EPAS budget is calculated according to the system of contributions of States in the budget of the Council of Europe. This calculation takes into account the population, the GNP per capita and the definition of a minimum floor rate applied to the smallest contributors and a maximum ceiling rate applied to the biggest contributors.

• If membership begins during the course of the year, this amount is calculated on a prorata basis in proportion to actual duration of membership for the year of joining.

  2024 budgetary contributions for new member states

Option 1:  States party to the European Cultural Convention

• Any state which is a member of the Council of Europe or a Contracting Party to the European Cultural Convention may join the Enlarged Partial Agreement by notification addressed to the Secretary General of the Council of Europe. This notification should mention the date of membership.

Option 2: Other States

• Any State which is not a Contracting Party to the European Cultural Convention can express its interest in joining EPAS by a letter to the Secretary General

• The Committee of Ministers, in its composition restricted to the representatives of the member states of EPAS, may invite this State to join the Enlarged Partial Agreement, following consultation with the non-member states already participating. (The expression of interest is released and the item is put on the agenda following a 2-month discrete consultation of the EPAS member states).
• The non-member state which receives such an invitation can then notify the Secretary General of its membership. This notification should mention the date of membership.
