Teleconference with Greek authorities on unaccompanied migrant children

On 5 November 2020, the Execution Department organised a teleconference with the Greek authorities focusing on certain issues raised in the context of the execution by Greece of the M.S.S. / Rahimi cases, concerning reception and protection of unaccompanied migrant children. The teleconference provided a platform for a direct exchange of views between the Greek authorities and the Secretariat of the Council of Europe, following up to the Committee of Ministers’ decisions adopted during its Human Rights meeting of 29 September - 1 October 2020.

Specific issues tackled were: the implementation of the 2018 Guardianship Law; provision of adequate accommodation and welfare services to unaccompanied migrant minors; measures taken to end detention of unaccompanied migrant children; possible relevant cooperation activities between the Council of Europe and Greece.

Representatives of the following authorities took part in the teleconference: Ministry of Migration and Asylum, including the Special Secretary for the Protection of Unaccompanied Minors; Ministry of Labour and Social Affairs; National Centre for Social Solidarity; the Deputy Ombudswoman for Children’s Rights; and the State Legal Council.
