Co-operation with UN and within the Council of Europe through concrete examples

On 10 July 2019, in Strasbourg, the Office of the Special Representative on migration and refugees met representatives of the International Organization for Migration (IOM) Health Division, to identify fields of common interest and discuss ways to enhance future co-operation. The meeting focused on the protection of refugee and migrant children and especially the situation of unaccompanied or separated children. The Council of Europe Development Bank (CEB) project in Melilla, which consists of support to healthcare services for migrants and refugees transiting through the autonomous cities of Ceuta and Melilla, was highlighted. In his fact-finding mission report on Spain, the Special Representative had encouraged dialogue between the Spanish authorities and the Council of Europe Development Bank to explore possible means of project financing. Also the Action plan on protecting refugee and migrant children and the Council of Europe´s participation in the UN Global Compacts was discussed.

On 4-5 July 2019, in Strasbourg, the Office of the Special Representative participated in the Council of Europe Programme on Human Rights Education for Legal Professionals (HELP) annual Network Conference. Under the Action Plan on protecting refugee and migrant children, the Office has been working closely with the HELP programme in developing the course on refugee and migrant children, which has been launched already in the United Kingdom, Spain, Greece and France. It will further be launched in Italy and in Turkey. Also under the Action Plan, a new HELP course on alternatives to immigration detention is being developed. In addition, a course on CPT standards (standards of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment) will be launched this summer.

On 27 June 2019, in Strasbourg, the Office of the Special Representative met with a representative of the regional office for Europe of the United Nations High Commissioner for Human Rights (OHCHR). Topics of discussion included work on alternatives to immigration detention of children, access to healthcare, country visits and the participation in the UN Global Compacts.
