Governor Wenzel,

Members of the Governing Board,

It is a pleasure to be here at this meeting.

I understand that this is the first to be held in a physical format since the one that I attended in December two years ago.

COVID-19 has of course changed a great deal about the way that we work since then –

But this inconvenience is nothing compared to the terrible toll that the pandemic has taken on the health of people throughout Europe and the wider world.

Our Organisation has adapted its activities to take account of this strain and to help member States react in a way that is both effective and upholds our common standards on human rights, democracy and the rule of law.

The Council of Europe Development Bank is a case in point, providing tangible assistance on the ground, to those in need, in fast-changing circumstances.

Your flexibility and adaptability have allowed you to respond to increased demand with a record number of project approvals last year, with a particular focus on supporting the health sector and maintaining jobs;

And your decision to issue COVID-19 Response Social Inclusion Bonds and fast-track urgent COVID-related finance requests were effective means by which to ramp up and speed up your capacity to act.

Our Organisation-wide goal of strengthening social cohesion, reducing inequalities, and protecting the most vulnerable has only become more challenging over the pandemic period –

As the impact of the virus poses the biggest threat to those who have least.

And the coronavirus era is far from over.

So, it is greatly reassuring to see the way in which the Bank has adapted its work, putting our shared values into practice where that is needed most.

Of course, this does not mean that you lost sight of your longer-term objectives and activities.

Far from it.

Projects financed by the Bank continue to support the principles of the European Social Charter, with particular regard to the rights to housing, education, vocational training and decent work, and especially in the most disadvantaged areas.

This, in turn, contributes to the overall goal of improving social inclusion and promoting human rights on our continent.

It is also reassuring to see the way in which the Bank has remained faithful to its original mandate, continuing to support member States in dealing with those who have come to Europe in search of a new life, and often in desperation.

For this, the Migrant and Refugee Fund is providing valuable emergency assistance, while regular lending activities contribute to the long-term integration of these particularly vulnerable social groups – to the benefit of society as a whole.

It is also impressive to see the leading role that the Bank has taken in the Regional Housing Programme, which provides lasting housing solutions for refugees and displaced people in the Western Balkans.

Cet important programme est financé en grande partie par l’Union européenne, qui est maintenant votre principal donateur.

Grâce à la coopération entre ces deux institutions européennes, la Banque de développement met en œuvre un nombre croissant de projets financés par l’UE :

en conjuguant nos forces, on obtient plus de résultats.

Le projet récent « Renforcement des infrastructures de soins médicaux pour tous », financé par la Facilité de l’UE pour les réfugiés en Turquie, en est un bon exemple. 

Et l’ouverture par la Banque de son Bureau des projets à Ankara – son premier bureau extérieur – est une réussite à saluer.

Pour l’avenir, j’espère que les discussions sur l’adhésion de l’UE à la Banque vont aboutir.

Je suis sûre que ce serait un développement positif pour toutes les parties.

De même, je ne doute pas que la Banque restera en mesure d’aider ses États membres à respecter les normes et objectifs décidés par le Conseil de l’Europe.

La Banque est sans conteste un exemple de réussite pour notre Organisation ; elle contribue de manière importante, permanente et effective à la réalisation de nos objectifs globaux.

Mais elle ne pourrait pas y parvenir sans un leadership efficace.

La bonne réputation de la Banque sur le plan international trouve sa source dans l’engagement de son personnel et de son management,

une équipe dirigée avec talent ces dix dernières années par le Gouverneur Wenzel, qui assiste aujourd’hui à sa dernière réunion du Conseil de direction en sa qualité de Gouverneur.

Cher Rolf, durant votre mandat, vous avez dû relever toute une série de défis extraordinaires :

les conséquences de la crise économique et financière ;

la poussée migratoire vers l’Europe ;

et maintenant la crise sanitaire que nous traversons.

Vous avez relevé chacun d’entre eux avec calme et détermination:

en supervisant l’introduction de nouveaux instruments financiers innovants ;

en diversifiant les emprunteurs de la Banque ;

et en augmentant les activités de prêt,

tout cela sans compromettre une solide stabilité financière.

S’inscrivant dans une perspective à plus long terme, sous votre direction, la Banque a aussi aligné progressivement ses activités sur les Principes de l’Accord de Paris, en intégrant à ses projets des considérations liées à la durabilité et au changement climatique.

C’est là un élément important, qui reflète aussi le nouvel élan au sein de notre Organisation pour traiter, dans le cadre du mandat qui est le nôtre, les dangers des atteintes à l’environnement.

Au vu de tout ceci, rien de surprenant donc à ce que la Banque ait continué d’accueillir de nouveaux membres.

Le dernier en date est la Principauté d’Andorre, qui vous a rejoint en 2020.

J’espère que, dans les années qui viennent, d’autres lui emboîteront le pas.

Rolf, au nom de toute l’Organisation, veuillez donc accepter mes remerciements pour l’engagement et le leadership dont vous avez fait preuve en ces temps difficiles pour l’Europe.

Je vous souhaite le plein succès pour l’avenir, et bien entendu, je ne doute pas que le nouveau Gouverneur – et l’ensemble du Conseil de direction

– auront à cœur de s’inscrire dans la continuité d’un parcours dont la Banque peut être fière, un parcours fait d’engagement, de proactivité et de résultats.

Je voudrais enfin souhaiter à tous les membres du Conseil de direction une réunion très fructueuse.
