Application of Bosnia and Herzegovina for membership in the council of europe

BiH is the signatory, i.e. a contracting party to 56 signed and ratified, or only signed international treaties/conventions of which the Council of Europe is the depositary. By 17 January 2007 BiH had also signed 18 treaties/conventions, which are in the process of ratification before the Parliamentary Assembly of Bosnia and Herzegovina. The Permanent Representation of Bosnia and Herzegovina to the Council of Europe follows the work of the Council of Europe in Strasbourg.

Bosnia and Herzegovina is represented in the Council of Europe Parliamentary Assembly by a delegation of the BiH Parliamentary Assembly to the Council of Europe.

By becoming a full member of the Council of Europe, Bosnia and Herzegovina accepted the obligation to foster and develop democratic values and standards of the Council of Europe.

With accession to the Council of Europe Bosnia and Herzegovina undertook the obligation to fulfil a total of 73 post-accession commitments, which need to be fulfilled within specified deadlines. Some of them are exclusively political in nature and as such do not have specific implementation deadlines attached to them, but are to be continuously implemented by Bosnia and Herzegovina. BiH implemented the majority of the commitments within the set deadline of three years from accession to the Council of Europe.  BiH authorities made a commitment to work continuously on the implementation of the remaining commitments (e.g. judicial reform).

The Council of Europe monitors and follows the fulfilment of post-accession commitments by Bosnia and Herzegovina through the Monitoring Procedure, which is of political nature and concerns all the commitments accepted by Bosnia and Herzegovina and which were also stated in the Opinion of the Council of Europe Parliamentary Assembly, but also other specific issues deemed necessary.


The Monitoring Procedure is performed at two levels:

by the Committee of Ministers of the Council of Europe – the Office of the Secretariat of the Council of Europe – as part of the Rapporteur Group for Democratic Stability (GR-EDS) and

by the Committee on the honouring of obligations and commitments by member states (Monitoring Committee) of the Council of Europe Parliamentary Assembly.
