Human Rights Trust Fund supports two new projects

On 11 October 2024 the Assembly of Contributors of the Human Rights Trust Fund (HRTF) allocated 800 000 € to two projects aimed to:

  • Further strengthening the provision of health care and mental health care in prisons and other closed institutions in Romania (Phase 2), which builds on previous efforts funded by the HRTF to enhance mental health services and update regulations in prisons and closed institutions in Romania.
  • Support to efficient domestic capacity for the execution of ECtHR judgments (Phase 2), which reinforces the existing Execution Coordinators Network (ExCN) in member states, ensuring quicker and more effective implementation of European Court of Human Rights rulings.

Since its creation in 2008, the HRTF has funded a total of 55 projects, with commitments over 26 million Euros.

The purpose of the HRTF is, inter alia, to support efforts of member States to meet their commitments under the European Convention on Human Rights and other Council of Europe human rights standards. The Fund brings together Finland, Germany, Ireland, Luxembourg, the Netherlands, Norway, Switzerland and the United Kingdom.

Ambassador Patrick Engelberg, Permanent Representative of Luxembourg to the Council of Europe, is the current Chairperson of the Assembly of Contributors, with the Directorate of Programme Co-ordination of the Council of Europe providing the Secretariat of the Assembly.
