The Council of Europe is organising a call for tenders with a view to hiring a provider who will act as a consultant on efficiency and quality of justice in Kosovo*, based on the European Commission for the Efficiency of Justice (CEPEJ) tools.
The Council will select through this call up to 3 providers.
Services will be provided on an as needed basis.

This call is organised by the Action “Strengthening the quality and efficiency of justice in Kosovo” (KoSEJ) under the framework of the European Union / Council of Europe Horizontal Facility for the Western Balkans and Turkey. The overall objective of the Action is to assist judicial authorities in enhancing the day-to-day efficiency and quality of the justice system at both national and court level, with the relevant CEPEJ methodology and tools and providing them with assistance for their implementation.
*This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence.
