Europe's Ministers of Culture look to the future

European Ministers of Culture meeting in Moscow have asked the Council of Europe to examine the impact of culture on democracy, the effectiveness of cultural policies, and to map trends at European level concerning access to and participation in culture. 

Signatories to the European Cultural Convention invited the Organisation to offer a platform to study the impact of digitisation on culture and promote democratic governance of culture and citizen's access to, and participation in culture. 

"This conference has given impetus to the Council of Europe's future work on culture and democracy", Deputy Secretary General Gabriella Battaini-Dragoni said.

Deputy Secretary General Gabriella Battaini-Dragoni  led the Council of Europe delegation at the 10th Council of Europe Conference of Ministers of Culture at Moscow's Bolshoi Theatre, on 15-16 April. Mikhail Shvydkoy, Special Representative of the President of the Russian Federation, and Minister of Culture of Andorra, Albert Esteve Garcia, on behalf of the Chairmanship of the Committee of Ministers attended the conference. President of the Parliamentary Assembly, Jean-Claude Mignon, President of the Congress, Herwig Van Staa, and President of the Conference of INGOs, Jean-Marie Heydt chaired sessions on the role of governments, best practices & policy innovation, and Council of Europe perspectives, respectively.

The event attracted participation of Ministers and Deputy Ministers, eminent experts and representatives from Council of Europe member states, additional signatories to the European Cultural Convention Belarus, the Holy See and Kazakhstan, a number of observer states and from UNESCO, OECD and the EU.
