Back Council of Europe Secretary General, Finnish Foreign Minister and French Justice Minister to open Helsinki AI Conference

Council of Europe's Secretary General, Thorbjørn Jagland, the Minister for Foreign Affairs of Finland Timo Soini and the Minister of Justice of France Nicole Belloubet will open the High-Level Conference: “Governing the Game Changer – Impacts of artificial intelligence development on human rights, democracy and the rule of law”, held in Helsinki on 26-27 February 2019. The Minister of Justice of Finland Antti Häkkänen will open the second day of the Conference together with Liliane Maury Pasquier, President of the Parliamentary Assembly of the Council of Europe. The Commissioner for Human Rights, Dunja Mijatović will be one of the keynote speakers

The conference brings together over 300 high-level experts from governments, international organisations, business, technology, academia, civil society and the media for open and inclusive discussions on how to address AI development to maximise benefits for society and minimise risks to human rights, democracy and the rule of law. From the perspective of the Council of Europe’s core mandate and values, debates will explore ways to ensure that emerging technologies are designed, developed and deployed to create value for individuals, democratic societies and the viability of legal and institutional frameworks.
