"I'm shocked and outraged by the terrorist attacks in Russia which have taken the lives of as many as 31 people and wounded dozens of others. Such brutal and indiscriminate attacks on innocent civilians are completely unacceptable. Terrorists will never achieve their ends through violence and bloodshed. They do not defend ideas, they seek only to propagate hatred and barbarity, and to plant fear among the population. Their acts are a crime against all the values and ideals that the Council of Europe defends," said Jean-Claude Mignon, President of the Parliamentary Assembly, following the second suicide bombing in Volgograd, less than 24 hours after another deadly attack on the city's train station.
