Back European Dialogue on Internet Governance

Why have “fake news”, hate speech and propaganda become widespread on the Internet? What can users do to face disinformation? How can freedom of expression and privacy be further protected in the online environment? What should be done to secure criminal evidence online to fight cybercrime more effectively?

These are some of the issues that a Council of Europe delegation will address at the European Dialogue on Internet Governance (EuroDIG), to be held in Tallinn (Estonia) on 6 and 7 June under the theme “Digital futures: promises and pitfalls”.

The event will bring together some 650 representatives of national authorities, industry, civil society and academia to discuss Internet-related public policies.

A plenary session coordinated by the Council of Europe´s No Hate Speech Movement will examine the reasons for fake news to have become a widespread phenomenon. The Council of Europe will also organise a workshop to discuss the way users could develop their competences on Internet literacy beyond the educational system to tackle the problems posed by the spread of fake news, propaganda and radicalisation.

During its 7-9 June meeting in Strasbourg, the Cybercrime Convention Committee is expected to adopt terms of reference for the preparation of a draft second Additional Protocol to the treaty dealing with criminal justice access to evidence in the cloud.

The Council of Europe is also preparing recommendations to its 47 member states on cultural big-data processing, media pluralism and the transparency of media ownership. It is also preparing guidelines on the promotion and protection of human rights with regard to internet intermediaries.

The Presidents of Estonia, Kersti Kaljulaid, and Lithuania, Dalia Grybauskaitė, as well as the Prime Ministers of Estonia, Jüri Ratas, and Norway, Erna Solberg, will participate in the event.

The EuroDIG is an open platform for informal and inclusive discussions on public policy issues related to Internet Governance. It feeds into the global Internet Governance Forum.
